Need to make Header comment mandatory in the Redwood Time Entry Page. Can we achieve this in Fast formula or is there any other approach to do this?

Oracle as given this info in the "Input Attributes for Workforce Management Fast Formulas". Please suggest how to use this in the fast formula?
