Team change request : view button is grey HR or LM not able to view the request

The button "view" is not able to all requests : why ?

With the admin security role, I have some view button enable and some not :
I have observed that as Administrator (all seeded role : time and labord manager, line manager oracle seeded role) to access to the view button can take time. But why some requests still have the view button in grey And not enable : why ?
For Line manger side (custom security role) for the same request the view button is not enable : which security privilege could be missing ?
