Comment box missing from share and release

Summary:

When a manager goes to share and release a performance document there is a comment box that that should come up where they can write a comment before the actual document is shared with the employee. This comments box does not populate so comments cannot be added.

We tried enabling these 2 Talent notifications based on this article:

This still did not work.
