Comp Time earned is not posting to accruals

Summary: We noticed that the DBI "COA_COMP_TIME_EARNED_WORK_HOURS_PERSON_PER_AAP", "COA_STANDBY_COMP_TIME_EARNED_WORK_HOURS_PERSON_PER_AAP" (Time definition balance) are fetching values in some cases but not in all cases.

 These DBI are working randomly. We have also noticed that in some cases these DBI fetch values upon resubmitting the timecards.

From the Support Engineer: What we recommend is to focus on the result of the SQL to help validate as to why these DBIs are not returning the expected values.
