How to prevent ATO Star Configure Item Creation or put on hold when order having ATO Product is book

Our requirement is to put on hold or prevent creation of ATO Start Configuration item when ATO Order is imported from the source system. Requirement is to keep source configure item as a new imported line and restrict the fusion generated configure item.

  1. Is this feasible in oracle fusion. if yes, please suggest the steps and setup for same.
  2. can we apply hold to prevent the generation of Fusion ATO Configure Item
