Coverage items are closing without parent line being shipped

We are attaching the expedite charge to one of the order lines with a quantity of 2. After completing the work order for these 2 units, the expedite charge order line status is getting closed—even though the parent line has not yet been shipped.

The question is why are the coverage items getting closed without the parent line being shipped?
