Benefits - HSA minimum allowed amount is not working

This just started with the 25C upgrade. But when processing any type of life event in benefits it will not allow us to elect a 0 amount for the HSA amount. We can enter .01 but not 0. We do have a minimum amount set at 0 at the plan configuration level.
