Geofence Enabled- Employees should have feasibility to punch from multiple office location

We have 2000+ locations and the same number of geofences in OTL, the employees record punches using webclock.There are 2 HCM groups -1. Junior employees who strictly record punches at their work location only. This we have achieved by creating 1 geofence for each location.2. Senior employees who can record punches at multiple work locations only. Removal of geofencing is not in scope as the employee should record Webclock punches from any of the store location only. We are not able to achieve this. Any suggestions please.
