Issue in Updating Account Data

Summary:
We are trying to update the Account Owner using the File Import process. In the import file, we are providing the Account Party Number and the Owner Party ID, and we have selected the import mode as "Create and Update" for the Account object.
However, for a few records, we consistently receive the following error:
"The data couldn't be imported. Details: A record with this combination of values already exists."
We have verified that there are no duplicate Registry IDs in the system, and we are able to update the same records manually without any issues
Could you please suggest what other possible reasons might be causing this error?
