How to prevent sales order line updates after TP status is updated to Planned from pending

Summary:

Hi,

We are updating the Transportation Planning status from pending to Planned in the shipment line using REST API and want to prevent any changes on order line once this is updated.
To achieve this, we have enabled the processing constraints "DOO_SHIPMENT_PLAN_COMPLETE" but still it is allowing to create revision and update the line quantity.

Note: OM > OTM interface is done in Orchestration process before the shipment line is created.
