Introduce Button that will open Embedd VBCS Page

Requirement Is that we want to introduce button in the below screen . On clicking on that it will open VBCS page

-Receivables >> Billing >> Click On Transaction Number

I tried with Hyperlink but it will open in new tab but client want inside the screen as pop up . How can we achive this requirement?

Also client want that button to be disable and enable based on the backup true and false. Backup could be by calling integration and checking the return value and decide to enable and disable.

Any help would be appreciated.
