Open Enrollment Window changes when another life event is processed before OE

Summary: Hello, open enrollment where enrollment window starts from 10/13-10/27 when we process G lobal transfer life event on 10/12, then erolllment window starts from 11/01-11/14. Is this expected, please suggest.
