Unable to transfer whole balance for frontloaded accrual plan

Hello,
We are having a Annual Leave Accrual front loaded Plan. In case of Global Transfer the balance is getting calculated till the time of the termination date in previous L.E and the same is getting transffered to new L.E. The whole balance for the year is not getting transffered.
Example -
Employee Transfer date - 1 Sept 25
Termination date in Last Org - 31 Aug 25
Balance for the Year - 28
Balance calculated as of termination date - 18.64

Please help with this issue.

We are using an Accrual formula as below
