Summary:

During a bulk plan, the orders with the same source and destination will be combined into a single shipment, but we want to have two shipments instead.

We want to build two DNs via bulk plan, for one DN was hardcoded in the constraint as LSP (e.g. DHLE). so, when doing a bulk plan for both DNs, it takes into account the DHL Express constraint and creates a single shipment which having high cost.

When we manually changed the bundling type to DO NOT BUNDLE at the time two shipments got created but Our goal is to plan (for instance, two DN's) through bulk-plan, which should provide two distinct shipments for a regular itinerary, not a Muti legal.
