Employees showing in wrong area of talent review meeting dashboard

Summary:

We have setup rating models with 3 and 4 values to be available in the table view of the Talent review meeting. (Sreenshots 1,2,3 below)

However, we do not want a couple of the options to be seen in the dashboard view. Although I am able to manipulate the rating category of the rating model and thereby have only the options we want in the dashboard (screenshot 4), the expectation was that the employees who have the missed out ratings ('derzeit nicht' or 'keine' in this example), will be in the holding area.

But they are showing within the dashboard in obviously the wrong area. What are we doing wrong or missing?
