Why does Cancel button on All-In-One Evaluations page go to Responsive page?

We are currently testing Performance Management before launching the application to over 3000 employees next month. We noticed when a Manager clicks the Cancel button on the All-In-One Evaluations page it transfers to a Responsive page. What might cause this to happen?
