Unable to find 'Self-assigned Event Rule' tab under Create Life Event page

I’m trying to configure a new Life Event in Oracle HCM, but I’m unable to see the “Self-assigned Event Rule” tab under the Create Life Event page.

Could anyone please help me understand:

• If there are specific setup steps or roles required to make this tab visible?
• Or if this tab only appears under certain configurations ?
