Mark Inactive greyed out for Completed Development Goals

Hi,

When we navigate to Me > My Activity Centre > Goals Centre > Click Development Tab, we want to be able to make completed goals Inactive. If you click on the three dots next to the goal, Mark Inactive is greyed out. If we click onto the goal itself (Blue Hyperlink), we are still unable to mark as inactive.

When i was researching this on CCC, I came across this post which stated a fix should have been introduced with 25D, however, i couldn't find any reference to this in the What's New Summary.
