Feedback Centre - When do you need it by section - can feedback by be non mandatory?

Hello experts - new to configuring this module and I really want to make the below field not mandatory in requesting feedback- any ideas how to change the required? I have tried VBS but no rule for that field can be applied, I have looked at the guides and it isn't specific to that either!

Really hoping there is a way…
