unable to create salesorder for preproduction item

Summary:

 it is fairly common to ship resins to customer when it is in Pre-production status

Therefore, changing the status of the item in Oracle to production while the PLM status is "Pre-Production" is not a sustainable solution. We need to have data parity between the systems. What needs to be done to allow the item to be shipped and booked properly while it is in the Preprodution status in Oracle?

Can you please review and suggest? why preproduction item will not allow in salesorder. The item attributes are enabled for customer ordered and shippable.
