Order Stuck with revision Error

Summary:

Hi Team,
Business created a order with 6 lines for the same item
5 lines not having any issue but for 6th some line some how bill to contact and bill to contact method populated

Because of above values, order is having below error

Trying to revise the order and remove bill to contact values - click on revision and values are not showing then trying to submit the order but getting below error
Unable to create revision as there is existing revison.

Recover error ess also tries but stayed with same error

What can be done?
