Is it possible to enable Portuguese localization for intercompany transactions originated in Irland?

Our client wants to enable the Portuguese localization also for the intercompany transactions from Irland to Portugal and send them to SAFT tax authority.

By standard it seems the Portuguese localization is possible only if the legal entity of the transaction is in Portugal?

Could you confirm it and could you provide any other suggestions to handle this scenario?
