Suggested Goals Panel – No Help Text for Development Goals?

Summary:

We’ve noticed a difference in behavior between the Suggested Goals panel when adding a Development Goal versus a Performance Goal.

• When a user selects Add to create a Development Goal, the Suggested Goals panel appears, but it’s empty—no tabs or help text are shown.
• In contrast, when adding a Performance Goal, the Suggested Goals panel includes tabs like Organization Goals and Evaluation-Based Goals, along with help text explaining what populates each section.

Is it expected that the Suggested Goals panel for Development Goals does not include tabs or help text? Or is there a configuration we may be missing?
