Why isn't Employee Feedback comment displaying for Manager?

We are currently testing Performance Management performance evaluations, due to be launched in December to over 3000 employees. The annual evaluation is configured to allow both Employee Feedback and Manager Feedback. However, when the employee enters comments and submits the evaluation, the manager does not see the comments in the "Employee final feedback" section of the manager evaluation. The comments only appear when the manager prints the evaluation. Is this a BUG? We are currently on release 25C and will be updating in November to 25D.
