Summary:

OTM bulk planning needs following cheapest option rule.
E.g. OR 1, OR 2
Only OR 1 had constraints DHL Express, Courier and DHL_ECONOMY_EQUIPMENT
Bulk plan should have created a ~800 EUR Courier shipment for OR 1 and a ~200 EUR shipment as LTL for OR 2. (Total cost ~1000 EUR)
Yet OTM created one single shipment for the cost of ~1600 EUR

Please provide your valuable suggestion for systematic and not a user-driven solution where OTM tells us what the cheapest combination.
