Absence Reason Code needs mandatory for mgr but still be able to view it in approval notice/report

We are on Redwood for absences and reason codes.

In creating a new absence type, we need the reason code to be mandatory to select from at the time of entry. When I structure the absence type reason usage to indicate Employee, Manager and Administrative as "Entry Required", the reason code does not flow through to the notification to manager, nor on any reporting. If I change the Manager Self Service to "Display and Edit", and keep Employee Self Service as "Entry Required", then the reason code does show up on the notification and reports, however then it is no longer mandatory for the Manager when they
