Adding links to Competency Descriptions

in Performance Management

Summary:

We have moved to redwood pages. I am wondering if anyone has been able to add a link to an external document in the competency description, and if so have they been able to get it where the link opens in another tab? I was able to get the link by coping and pasting from word, but i cant not get the link to open in a new tab and can not add HTML code to also do it.
