Slowness in benefits contacts page

Summary:

Under Me→Benefits→Before You Enroll→Add, the page draws slowly. This causes people to start typing in the Additional Information fields and later receive errors unrelated to the actual data they entered.

The page briefly stops on the first screenshot before resetting to the bottom screenshot. It stops long enough that people start completing the fields. Is this a known issue, or is there any way to speed up the initiation of the page?
