Allow project selection only when payroll type is selecte

Hello,

In a time card with two custom attributes (for e.g. project and time type) - we need to allow entry to project attribute only when user has selected the time type from the drop down field. Has any one implemented this type of setup? Do we need a fast formula for this? Or, does a standard configuraton allow this?
