Merit Budget Going to -.01 After Budget is Used (Did not go over budget)

Hello all,
During our merit testing, we are noticing that managers are left with a -.01 budget when allocating the merit budget to their team. The budget is being used but we are not allocating more than the budget allows.
Is this a rounding error in the background? We would like to solve this issue before moving to production as we do not want to impact the budget roll-up that goes to the VP. We also do not want managers to think that they went over budget when they really didn't.
Does anyone know a potential solution to this issue? Attaching a proof screenshot below.
