Create Talent Review Meeting > select meeting Participants > is it "View All" or by "AOR" ?

Hello,

My HR has a Person Security Profile set by AOR.

When that HR creates a Talent Review meeting and select meeting Participants, will she see a list with all employees or will she only see employees within her AOR ?

I cannot find any info on Oracle's docs or Customer Connect. As per my own testing it seems we see the whole list of employees, not restricted by my AOR, but just wanted to confirm that is expected behavior.
