Allowing creation of breakdown maintenance work order when previous breakdown work order is open

Summary:

We have configured Full Breakdown subtype of maintenance work order. When a full breakdown work order is open (Unreleased, Released status) for an asset, and the user is trying to open another maintenance work order for the same asset, the system is allowing it. It creates multiple work orders for the asset at the same time.

We need to restrict this behaviour. We tried using sandbox, but the system wasn't allowing sandbox on work order creation page.

Please provide a solution for this issue.
