How can I make the validation apply only to the Development Plan screen and not affect other pages?

Summary:

I created a DFF on the Add Development Plan screen, set its type to Global, and used the flexfield code HRG_GOALS.
I enabled validation using the Global Segments Validator.

However, in another Performance Document that includes a Performance Goals section, when I clicked Acknowledgement Meeting, I got the same error message triggered by the DFF validation on the Development Plan screen.

How can I make the validation apply only to the Development Plan screen and not affect other pages?
