Delegate can't create project expense report if he is not part of the project

Employee A working on Project A delegates Expense report creation to Employee B. When Employee B tries to create expense report, Project LOV not showing the projects of Employee A. It should show Employee A projects since the expense report is for Employee A.

Please advise.
