Is it mandatory to have payroll id for retiree to have Benefits Enrollments

Hi All,

Is it manadatory for Retiree Employees to have Payroll ID. We have created retirees as EMployee Retiree.Active Payroll eligible.But they dont have Payroll relationship.Does it have any impact.We are not sending any rates to Payroll.
