Users unable to submit their performance evaluation if the goals are extended from previous year

in Performance Management

We have a use case, if the employee is having goals extended from previous year to current year then they are not able to submit their performance evaluation. Did anyone face this issue and if yes, what's the solution to mitigate this issue?
