The Line Manager is unable to create Anytime Documents for employees

Hello,

Recently we have started facing an issue that Line Manager is not able to create AnytimeDocument for all the eligible employees. Previously it was working perfectly fine. When the line manager selects the employee - there is no value in the drop down for review period and PD even though its working in other pages. How can we resolve this ?
