25C Timecard View Approval History

Summary:

25C included the 'View Approval History' action against timecards, but this action doesn't appear to be available for all approved timecards. Are there some conditions required for the approval history to be visible?

Example below is two separate timecards for the same employee. Why would the option not be available in the first example?

Any help or advice would be greatly appreciated.
