Issue with Goal Management

Hello experts,

we noticed that when allowing HR to modify objectives in goal plan, if the employee added objectives previously they cannot add them as expected but they can delete them even if goal plan setting is changed (just HR can make changes).

How can it be solved? Any suggestions?
