Job Competencies into Performance Document

Does anyone have instructions or a good video I can reference to bring Job Competencies into a Performance Document? I keep getting an error when I am creating the Document Period and I am not sure what I am doing wrong. I would love it if I could see someone completing the steps successfully, maybe it will highlight where my configuration is wrong.
