Employee not able to view comment for rejected or approved Timecard Transaction

Summary:

When a line manager rejects a timecard with comments, the employee is unable to view the comments entered by the line manager.

I also replicated the same steps as outlined, but the employees still cannot see the rejection comments in their timecard.
