Contract manufacturing in PO service item quantity is showing the header work order header quantity

In contract manufacturing Purchase Order, service item quantity is showing the header work order header quantity and not the service item component quantity due to this I am getting error "Negative inventory balances are not allowed in this organization" while completing the work order operation please find the attached document
