How to complete task created by another person which role is needed to give permision

in Fusion Service

Summary:

If I have 2 users, User A and User B, and User A create one task under the service request. Now I want to complete that task by the User. In that case, User B is not able to complete or edit that task. If I have even assigned that task to User B, in that case, that user is not able to complete or edit. Both have different roles. this is in the Service Request object.

I think that is due to some roles being missing for User B, so please suggest to me the role which needed.
