Self-Assessment and Employee Reviews

Do these automatically forward based upon the dates entered for the review period in the review cycle?  We have been told conflicting things.  We currently have a mid-year review which will be launched on 7/6 to employees who will need to complete their self-assessment by 7/16.  The managers have until 7/30 to complete the employee review.  What happens on 7/17 if an employee has not completed their review?  We were told nothing by our implementation resource and were told that it will automatically forward to the manager in system admin training for performance.  Thanks.
