Query to find transaction details for stuck 'Time Change Request Approval' process_OTL cloud

We have multiple transactions in 'Stuck' status after a DB outage for a certain date, these transactions don't have any details for the dates/time for which the request was submitted. I need a query to fetch these details from backend so we can resubmit the requests for these dates.
