Basic Authorization using collaboration messaging for sending AR UBL 2.1 outbound invoice

Have setup collaboration messaging to send outbound AR UBL 2.1 invoices, have input the URL, username, password and Additional Transport Headers but when it gets to the trading partner it has no authorization. The file arrives and the content is fine and from the Oracle side it says successfully sent but no matter what we try it never arrives with authorization and so the trading partner cannot process it.
