Can't add update performance goals in goal centre when one is pending approval

Hey reaching out to experts for a workaround please!

As an employee we want to add performance goals which go to line manager approval, that works! However we may not want to just stop with one creation, we may want to add more at the same time for apporval or even edit an existing approved one in terms of it's progress/share whatever we want to do, however the options to add or manage are greyed out until the manager approves that one performance goal - surely that is not expected?

I do however expect that I can't edit the one gone for approval but this is really preventing us from adding more and managing existing - this could cause so much delays/uptake in using this product.
