No corporate card notification to manager after inactive employee transaction is imported

Case:
#1 Corporate card transaction for inactive employee is imported to fusion.
#2 the credit card notification is enabled and profile value/adminisntor value is enabled.
Expected case: from implementation guide, there will be notice for manager for inactive employee corproate card transaction to accept the delegation to help to submit expense report or assign the notice to others.
Actual case: no notice sent to manager. (I have changed the email to mine or login to manager account but still got no notice)
