How to remove Product Management, Tools for Bill Management page on Mass

Summary:

We are implementing Bill Management for our external customers. Have assigned the role

Customer Account Billing Inquiry. When we log in there are extra unwanted tabs e.g Product Management, Tools, Others.

When I expanded out the privileges for the role Customer Account Billing Inquiry, there no way to remove these unwanted items, there are no privileges assigned to this role.

I can remove them via Personalize Springboard user by user but I need to remove them for ALL users, how do I achieve this?
