Current Task Button Button Not Visible as Manager Views Performance Document

Summary:

A manager is viewing a Performance Document for one of his directs and the Current Status is "In Progress".

When he selects the current performance document and clicks the 3 dots to perform Move Current Task Back it is greyed out. Same for Move Current Task Forward.

Is this a privilege issue?

I read that the "Current Task" button should be select first but there is no current task button.
